Monthly Safety Scenario December: CPP Failure
30 November – The vessel was berthed alongside a quay, waiting to proceed through a lock to another berth. The pilot called on the radio and informed the master that he was in a hurry and asked him if it was possible to depart in half an hour, which the master agreed to. Pre-departure checks were completed by the OOW, the radar was tuned and the ECDIS set up for departure.

China – Updated information regarding all the key ports within three ECAs in China
29 November – As of 1 January 2017, ships berthing at all the key ports in ECAs must use fuel with a sulphur content not exceeding 0.50%. 

China – Theft reports at the anchorage of Tianjin port
28 November – Some thefts have been reported at the anchorage of Tianjin Port in the past months. While vessels are dropping anchor at Tianjin port, thieves approach the ship in small boats at night time.

Proposed Rulemaking – Polar Ship certificates
25 November – United States Coast Guard proposes rulemaking for Polar Ship certificates. Comments and related materials on this proposal must be submitted on or before December 22, 2016.

Port Situation: Yemen
22 November – All Yemeni ports are open and operational with no security concerns. Please note that there is an increase in ship arrest for product tankers in Hodeidah.

Airborne toxic control measure for auxiliary diesel engines operated on ocean-going vessels at-berth in a California port
15 November – The Regulation requires fleets complying under the Reduced Onboard Power Generation Option to satisfy the following two criteria beginning on January 1, 2017.

Application for Maritime Labour Convention Certficates
10 November – The application process for Maritime Labour Convention Certificates has now started and Members are advised to use the attached combined Application and Undertaking Form.

2 November – In the latest MARS report, the focus is on getting the navigation right and fi your checklist is fit for purpose.

South Africa: Urgent stowaway advice
South African Flag1 November – Stowaways boarding vessels in South African ports have increased significantly over the last two months. The South African Authorities have made it abundantly clear and they will not change their attitude and therefore the ship must combat unlawful individuals boarding the ship.

18 November – Hands on examples of General Average and workshop discussions were two things this year’s participants could take part of at the annual Marine Insurance Seminar in Athens.

MRM User Seminar at GigaMare Inc, in Subic Bay Philippines on 26-27 October 2016 
16 November – About 23 certified MRM Facilitators from Asia and Europe attended the event, hosted by one of the licenced MRM Training providers.

Introducing different areas of marine insurance at the MIS in Zhuhai, China
15 November – For this year’s MIS in Zhuhai, The Swedish Club’s Team Hong Kong presented an introduction to the different areas of marine insurance i.e. P&I, FD&D, H&M and the Club’s Loss Prevention initiatives.
