
China: Yellow Fever Prevention Measures
The Swedish Club has been advised by HAI TONG & PARTNERS that The State Administration for Quality Supervision and Inspection and Quarantine of China (“AQSIQ”) published the Notice of Prevention from the Introduction of Yellow Fever (“Notice”) on 19 January 2018. The Notice is effective for three months till 19 April 2018. It provides for the requirements and inspections on individuals, aircrafts, ships and containers from the yellow fever prevalent area including Nigeria, Peru and Brazil ((except for Ceará, North Rio grande Texas, Paraiba, Pernambuco, Alagoas, Sergipe) as follows:
(i) Individuals above 9 months of age from the above countries/areas shall have the valid yellow fever vaccination certificate when they enter China. 6-days residence observation will be made on those without the valid vaccination certificates. People from these countries/areas must report to local inspection authority if they have symptoms of fever, chills, headache and muscle pain, and shall accept medical examination and inspection, and see a doctor.
(ii) Ships and containers from the yellow fever prevalent area shall firstly undergo effective deinsectization treatment. Containers, waste, used articles or cargoes carrying such insect vectors and ships without certain certificate of mosquito eradication shall undergo deinsectization. Before the completion of deinsectization treatment, the ship will be forbidden to be close to the shore or other ships for less than 400 meters.
According to the Frontier Health and Quarantine Law of PRC and its Implementation Rules, a ship will be considered as having been contaminated with yellow fever if yellow fever case is found on board on arrival or during navigation, or suspected of having been contaminated with yellow fever if she left the yellow fever prevalent area less than 6 days ago, or less than 30 days if aëdes aegypti or other virus carrying mosquitoes are found on board. A ship/crew member/passenger with yellow fever will be required to undergo sanitization, be placed in isolation, kept away from the shore or other ships at a distance of no less than 400 meters and unloading of cargo will have to commence after disinsectization. In violation of the provisions of Notice and the Frontier Health and Quarantine Law of PRC and its Implementation Rules, the ship will be warned and, if the circumstances are serious, levied a fine ranging from RMB1,000 to RMB30,000.
