The Singapore Maritime and Port Authority (MPA) issued a Circular, advising masters that effective 1 July 2004 they must submit a Pre-Arrival Notification of Security (PANS) at least 24 hours before arrival in Singapore. The Circular also provides guidance for establishing security measures when vessels call at noncompliant port facilities. (Ref. Port Marine Circular No. 15 of 2004).
