Legal issues arising from new bunker sulphur regulations in MARPOL
3 December – F&D Circular 53/2018 about further amendments to MARPOL Annex VI which prohibit vessels from carrying fuel oil with a sulphur content of more than 0.50% m/m have been approved by the IMO. Such measures will come into force on 1 March 2020, after which only vessels which are equipped with Exhaust Gas Cleaning Systems (i.e. scrubbers), will be exempt from this prohibition.

3 December – The terms for War Risk Insurance for 2019 are outlined in the Marine Circular No. 420/2018.

Singapore Strait territorial dispute
6 December – Owners and Operators may be aware of a recent territorial dispute in the Singapore and Johore Straits, between the littoral States of Singapore and Malaysia, according to The Club’s correspondents in Singapore, Spica Services.

MSS Case December: Lack of communication caused serious main engine damage
7 December – The engineers on the bulk carrier were doing scheduled maintenance on one of the ballast pumps which ended up in serious main engine damage. More about the case in December months Safety Scenario.

New Guidelines on Cyber Security Onboard Ships
10 December – The third edition of the industry cyber risk management guidelines, Guidelines on Cyber Security Onboard Ships, addresses the requirement to incorporate cyber risks in the ship’s safety management system (SMS).

Coal cargo – additional category
12 December – By 1 January 2019 there will be a supplementary IMSCB (International Maritime Solid Bulk Cargoes Code) for cole, according to our correspondent Spica. Then coal will not only be categorized as a chemical hazard cargo (Group B) but will also fall into Group A (liquefaction).

New sulphur 2020 clauses
13 December – The 2020 Marine Fuel Sulphur Content Clause replaces the BIMCO Fuel Sulphur Content Clause 2005 and can be incorporated into time charter parties as of now. The new clause forms an integral part of BIMCO’s Suite of Standard Bunker Clauses for Time Charter Parties. 

New Chinese regulation regarding emission control areas
17 December – Chinese Ministry of Transport (MOT) issued new requirement regarding emission control areas in Chinese territorial waters to be effective from 1 January 2019.

17 December – International Maritime Bureau (IMB) report in their latest confidential bulletin about fraud, law enforcement issues and defaults generally.
