
GULF OF ADEN, INDIAN OCEAN & RED SEA – Voluntary Reporting Scheme
We refer to previous Member Alert (27/08/2009) regarding Best Management Practices (BMP) to deter Piracy in the Gulf of Aden and off the coast of Somalia. A full description of the BMP can be found in connection to above Member Alert on the Club’s website, section Loss Prevention.
As a result from increasing number of attacks taking place at greater distances from the Somali coast and Gulf of Aden, a Notice of Cancellation has been issued through H&M Circular 384/2009 extending the Additional Premium Area of the Indian Ocean with effect from December 12, 2009 as follows:
Indian Ocean: the area beyond the eastern Somalia and Gulf of Aden areas out to 65o E, south of latitude 15o N with the southern boundary being 11o S but at 49o E, the boundary shall extend due south then east along the latitude 12o S, but excluding the coastal waters of Mozambique, Kenya and Tanzania up to 12 nautical miles offshore.
In view of this the Club strongly recommends that the BMP is adopted by Members, and in particular that reporting of ships’ movements in above areas is made to the UK Royal Navy’s Maritime Trade Organisation (UKMTO) in Dubai and Maritime Liaison Office (MARLO) in Bahrain.
UKMTO and MARLO work in close cooperation with the MSCHOA, Maritime Security Center (Horn of Africa), and the naval forces in the area, to provide support to shipping of any flag or ownership.
UKMTO administers a voluntary reporting scheme under which merchant ships are encouraged to send daily reports providing position and ETA whilst in the area of the Red Sea and the Indian Ocean north of 5o S as well as the Arabian Gulf. Reported vessels are tracked and information shared with MSCHOA and the naval forces.
An initial report should be lodged through e-mail to the UKMTO and MARLO on passing the following reference points:
• Suez for vessels entering or leaving the Region via the Red Sea
• 10o S or 78o E for ships entering or leaving the Region via the Indian Ocean

The Initial Report should contain the following information:
• Ship Name
• International Radio Call Sign (IRCS)
• Flag
• IMO number
• Maritime Mobile Service Identity (MMSI)
• Inmarsat telephone number including satellite prefix
• Telex and fax number
• Email address
• Company having day-to-day management
• Type of Ship
• Current position and speed
• Itinerary in the region with route way points and destination port(s)
Updates will enable the UKMTO and MARLO to alert ships in the vicinity of an incident if necessary.
Therefore, reported vessels should also send daily updates on:
• their noon positions and speed
• actual departure times
• estimated arrival times at ports and destination when outward bound from the defined area.

Vessel Movement Registration
Further to the above, Members are advised also to lodge a “Vessel Movement Registration” with MSCHOA well in advance, as per instructions in the BMP.
