First of all, as you may know, there would be a general strike in France and all ports on Thursday 02/06/16.
Regarding Le Havre, some tanker ships are anchored outside on road to discharge their crude oil. Terminal CIM is still blocked and we understand that CIM and TOTAL refinery are trying to release their reserves.
Rouen was very much affected regarding loading of grain cargo, but the situation seems to improve.
Dunkirk had problems – mainly the East port – as lock keepers went on strike. Towage company crews were first intending to go on strike but finally cancelled their movements last week.

Re your enquiry, there are more ships than average on the roads off Fos sur Mer , mostly as a result of impossibility to discharge due blockage of oil storage facilities, preventing in turn oil refineries normal activity.
As the oil storage cies have been freed from occupation ( by force ) , oil refineries went on strike which reduced discharging shifts and a delay is indeed still incurred.
This was being resolved when stevedores announced a 24 hrs strike for this Thursday.
Indeed, problems are encountered by owners/operators and deviation precautionary measures should be taken in the short term specifically for oil carriage from/ to France.
