A high proportion of false BLs uncovered by the IMB are issued by unscrupulous NVOOC operators and therefore, member banks are being urged to get onboard the Non-Vessel Owning Common Carriers (NVOCC), according to the Commercial Crime International (CCI) October newsletter.
